This message generally indicates that .NET 2.0 has not been installed or the wrong version of the .NET framework is selected on the ASP.NET tab in the properties of the web site in the IIS management console. See Registering ASP.NET, specifically checking the version of the .NET framework on the ASP.NET tab in IIS and configuring application pools if hosting .NET 1.1 sites or otherwise if needed.
